The Economic Opportunity Zone rules that were enacted with the 2017 Tax Reform Act were very difficult to decipher, and many tax and estate planning professionals are behind the ball on how to help their clients defer or avoid capital gains taxes by making investments in these now vibrant communities. 

In April of 2019, the IRS issued a second set of Proposed Regulations, which clarified many of the outstanding questions that taxpayers and tax professionals had, and academicians and practitioners have done a very good job of deciphering the rules, just in time for year-end 2019 income tax planning season.
